Living with disabilities in Georgia<\/span><\/h2>

Many promises but insufficient support <\/strong><\/p>

Unadapted facilities, inaccessible health services and insufficient awareness are some of the problems that people with disabilities in Georgia have to face on a daily basis. The approach and attitude have admittedly improved significantly in recent years. But the creation of an equally accessible environment for everyone and the introduction of universal services is not happening, and the current situation is still far from the desired reality.\u00a0<\/span><\/p>

Despite the fact that the Day of Protection of the Rights of People with Disabilities has been celebrated in Georgia for 23 years, more efforts are needed to overcome barriers. Three years ago, the Law on the Rights of Persons with Disabilities entered into force, which mandated state agencies to create and implement action plans, and persons with disabilities received more guarantees.\u00a0<\/span><\/p>

Yet this is not enough, and in order to create services supporting independent living, attention needs to be paid to individual approaches. Women with disabilities consider it necessary to raise awareness of persons with disabilities of various professions, including medics and police, and they say that people who are supposed to protect the rights of the members of this community do not know the terms and forms of address. Employment and access to services are particularly problematic.\u00a0<\/span><\/p>

Women with disabilities represent a doubly vulnerable group, and minor improvements over the years have not been able to significantly change their situation. Competence and education are often cited as obstacles to the employment of disabled persons, which the state cannot provide. There are no rehabilitation programs for persons with disabilities over the age of 18, yet they need rehabilitation all the time and these are expensive procedures.\u00a0<\/span><\/p>

One of the problems that women with disabilities talk about is the impossibility of using screening programs funded by the state. Despite many promises, there is no clinic equipped with universal equipment in Kutaisi, and they still cannot receive adequate services.\u00a0<\/span><\/p>

Those affected consider the involvement of community organizations of disabled persons and community members in the decision-making process important and say that disabled persons should not be perceived only as recipients of social benefits.<\/span><\/p>

Ein unangepasstes Umfeld, unzug\u00e4ngliche Gesundheitsdienstleistungen und fehlendes Bewusstsein sind Probleme, auf die Behinderte tagt\u00e4glich sto\u00dfen. Wie man sich erz\u00e4hlt, habe sich die Einstellung in den letzten Jahren wesentlich verbessert. Doch ein \u00fcberall zug\u00e4ngliches Umfeld und allgemeine Dienstleistungen gibt es bis heute nicht; bis zur gew\u00fcnschten Wirklichkeit ist es noch ein weiter Weg. Obwohl in Georgien der Schutztag der Behindertenrechte seit bereits 23 Jahren gefeiert wird, sind weitere Anstrengungen notwendig, um Barrierefreiheit zu erm\u00f6glichen.\u00a0<\/span><\/p>

Vor drei Jahren trat das Gesetz \u00fcber die Behindertenrechte in Kraft. Das Gesetz verpflichtet staatliche Stellen, Aktionspl\u00e4ne aufzustellen und umzusetzen. Die Behinderten haben mehr Garantien bekommen, welche jedoch nicht ausreichen, um Unterst\u00fctzungsleistungen zu gew\u00e4hren. F\u00fcr ein unabh\u00e4ngiges Lebens ist es wichtig, individuelle Ans\u00e4tze zu entwickeln.\u00a0<\/span><\/p>

Frauen mit Behinderung halten eine Sensibilisierung von Menschen verschiedener Berufe, insbesondere \u00c4rzten und Polizeibeamten, f\u00fcr notwendig. Sie sagen, diejenigen, die die Gemeinschaft sch\u00fctzen sollen, sind mit den Problemen der Behinderten nicht vertraut. Besonders problematisch seien die Besch\u00e4ftigung von Behinderten und die Zug\u00e4nglichkeit zu Dienstleistungen.\u00a0<\/span><\/p>

Behinderten Frauen sind eine doppelt betroffene Gruppe, und kleine Verbesserungen k\u00f6nnen ihre Situation im Laufe der Jahre nur unwesentlich verbessern. Kompetenz und Bildung werden oft als Hindernisse f\u00fcr die fehlende Besch\u00e4ftigung behinderter Menschen genannt, die der Staat nicht bieten kann. Es gibt keine Rehabilitationsprogramme f\u00fcr Behinderte \u00fcber 18 Jahren, obwohl sie diese Rehabilitation st\u00e4ndig brauchen und sie kostspielig ist.\u00a0<\/span><\/p>

Eines der Probleme, \u00fcber die Frauen mit Behinderungen sprechen, ist die Unm\u00f6glichkeit, staatlich finanzierte Screening-Programme in Anspruch zu nehmen. Trotz vieler Versprechungen gibt es in Kutaisi kein Allgemeinkrankenhaus und sie k\u00f6nnen immer noch keine angemessenen Leistungen erhalten.<\/span><\/p>

Die Betroffenen halten die Einbeziehung von Behindertenorgnisationen und Gemeindemitgliedern in Entscheidungsprozesse f\u00fcr wichtig und sagen, Menschen mit Behinderung sollten nicht nur als Empf\u00e4nger von Sozialleistungen betrachtet werden.\u00a0<\/span><\/p><\/div>
